Base Address of vGPIO MMIO register is provided directly by the BIOS
instead of using offsets. Update address assignment to reflect this

Move setting irq_chip.name from probe() function to the initialization
of "irq_chip" struct in order to fix vGPIO driver crash during bootup.
Crash was caused by unauthorized modification of irq_chip.name field
where irq_chip struct was initialized as const.
This behavior is a consequence of suboptimal implementation of
gpio_irq_chip_set_chip(), which should be changed to avoid
casting away const qualifier.

This driver provides a basic GPIO driver for the Intel Granite Rapids-D
virtual GPIOs. On SoCs with limited physical pins on the package, the
physical pins controlled by this driver would be exposed on an external
device such as a BMC or CPLD. The virtual GPIO registers are an
interface to firmware, which communicates with the external device that
implements the GPIO hardware functionality.
