Some of the variants do not support background radar, so add a
helper to report background radar capability.
For mt7916, only the variant of 5G 2T2R + 1R supports background
radar.

Due to a limitation in available memory, the MT7916 firmware can only
handle either 5 GHz or 6 GHz at a time. It does not support runtime
switching without a full restart.
On older firmware, this accidentally worked to some degree due to missing
checks, but couldn't be supported properly, because it left the 6 GHz
channels uncalibrated.
Newer firmware refuses to start on either band if the passed EEPROM
data indicates support for both.
Deal with this limitation by using a module parameter to specify the
preferred band in case both are supported.

Permit to load precal from NVMEM cell for mt7915. The NVMEM cell must be
named "precal" to be correctly loaded.
NVMEM cell must already account the correct offset and be placed after
the EEPROM as the function expect the data right from the start.

Limit support for precal loading for mt7915 only to MTD. Passing data
from DT doesn't support offset and NVMEM require a different cell name
and doesn't support offset hence only MTD way is actually supported.

mt7915 does not have a per-band number of chains unlike the other chips,
it only has a total number of chains. Yet the current code would
consider the total number as a per-band number.
For example, it would report that a 2x2 + 2x2 DBDC card have 4 chains on
each band and set chainmask to 0b1111 for the first interface and
0b11110000 for the second.
