The 5.9/6GHz channel license of a certain platform device has been
regulated in various countries. That may be difference with standard Liunx
regulatory domain settings. In this case, when .reg_notifier() called for
regulatory change, mt7925 chipset should update the channel usage based on
CLC data.

Some countries do not support EHT modulation for now. To prevent violating
regulations, the MT7925 chipset should control the EHT capabilities.
Therefore, when a regulatory domain change is detected during scanning,
the `mt7925_regd_be_ctrl` will process the CLC data to update the EHT
capabilities.

The mt7925e takes a long time to resume in platform resume
scenarios. This is due to the mt7925 reconfiguring the tx
power for each wifi channel during resume. By streamlining
the process and removing redundant power configurations,
the resume time for the mt7925 can be shortened.

When enter suspend/resume while in a connected state, the upper layer
will trigger disconnection before entering suspend, and at the same time,
it will trigger regd_notifier() and update CLC, causing the CLC event to
not be received due to suspend, resulting in a command timeout.
Therefore, the update of CLC is postponed until resume, to ensure data
consistency and avoid the occurrence of command timeout.

Before entering suspend, we need to ensure that all MCU command are
completed. In some cases, such as with regd_notifier, there is a
chance that CLC commands, will be executed before suspend.

Add mt7925, a new mac80211 driver for the MediaTek Wi-Fi 7 (802.11be) device
Filogic 360, which can support Station, AP, P2P, and monitor modes.
Filogic 360 supports max 4096-QAM/160MHz radio operation at 6 GHz, 5 GHz,
or 2.4 GHz with 2x2 antennas. This chip supports PCIe and USB bus type.
mt7925 supports Wi-Fi 6E and EHT rate with single link only at this moment,
whereas Wi-Fi 7 and its specific features are working in progress. They will be
introduced in further patches.
The driver is build tested by Intel's kernel test robot with both GCC and Clang
with several architecture. Sparse reports no warnings.
