Merge branch 'pci/vga'

- Correct parameter types for vga_str_to_iostate() and
  vga_update_device_decodes() (Sui Jingfeng)

- Simplify vga_arbiter_notify_clients() (Sui Jingfeng)

- Simplify vga_client_register() (Sui Jingfeng)

- Replace MIT license text with SPDX identifier (Sui Jingfeng)

- Fix lots of comment typos (Sui Jingfeng)
