reset: rzg2l-usbphy-ctrl: Add support for RZ/G3S SoC
The Renesas RZ/G3S SoC USB PHY HW block receives as input the USB PWRRDY
signal from the system controller. Add support for the Renesas RZ/G3S SoC.
